Palos Stainless Steel pot.?

Large stainless steel pot, I guess about 3 gal. in size. A developed three dark spots on the weak no matter how I barge with steel wool and 3M will not. When I use the pot, no matter what I cook it sticks and burns in those places. Is this bread or stored in ruins.
