No sealed documents are increasingly closed automatically after a certain period of time has elapsed?

I think I read somewhere that the sealed records are unsealed after 99 years ... when all the parties directly involved are dead or missing. Although this can not help me to obtain copies of original documents, which might help my offspring. Someone knows about this? I guess I have not been clear in my question. I mean closed personnel records, including records adoption cretificates original birth, etc.
